Dear Honorable Mayor and Council members, I am writing in regards to the wireless ordinance entitled “Santa Monica Wireless Infrastructure Act” scheduled to be considered by the Santa Monica City Council on July 15, 2018. This issue affects me in numerous ways. While the ordinance begins to make inroads at addressing the lack of robust wireless connectivity in Santa Monica, unfortunately it has several fatal flaws that will keep our city behind the curve if it comes to pass. This ordinance as written will decrease critical outside investments in infrastructure needed to keep our city at the forefront of technological innovation. It will increase data congestion and prevent our city from being competitive with other nearby jurisdictions that have more forward-thinking approach to infrastructure investment. During your July 15 meeting, I ask you to reject the ordinance as written and have staff to return to the Technology Committee with the following direction: 1. Create a fee structure that incentivizes technology investment at current market rates. 2. Reduce onerous pole attachment guidelines that effectively prevent the latest technology from being installed on City infrastructure. 3. Streamline the permitting process and encourage superior wireless coverage by classifying permit requests for small cell nodes on existing infrastructure as requiring ministerial reviews, rather than discretionary. With these changes, Santa Monica will once again position itself as a leader in technology while simultaneously protecting the quality of life that we have all grown to enjoy.
